Validation of the 2027 Election Manipulation Risk Index (EMRI) Framework

The meeting  is convened to review, validate, and strengthen the methodology, variables, indicators, and analytical framework underpinning the Election Manipulation Risk Index (EMRI). Building on lessons from the deployment of the EMRI during Nigeria’s 2023 general elections, the validation exercise seeks to ensure that the framework remains contextually relevant and capable of identifying emerging risks associated with election manipulation ahead of the 2027 general elections.

Specifically, participants will examine the conceptual framework, assess the relevance and adequacy of the proposed indicators, validate the methodology for measuring manipulation risks, and provide recommendations to enhance the EMRI as a credible, evidence-based early warning and risk assessment tool.
