SUMMARY:Policy Roundtable on Electronic Transmission and Collation of Election Results
DESCRIPTION:To improve transparency\, the Independent National Electoral Commission (INEC) introduced the Bimodal Voter Accreditation System (BVAS) and the INEC Result Viewing Portal (IReV) to capture and publicly display polling unit results. However\, the 2023 general elections revealed critical vulnerabilities and implementation gaps. Failures in the upload of polling unit results to IReV\, inconsistencies between physical and electronic results sheets\, and the contested role of these technologies in election litigation have prompted urgent national conversations about the legal framework governing electoral technology\, the operational capacity of the Independent National Electoral Commission (INEC)\, and the evolving role of the judiciary in adjudicating technology-related election disputes. \nYiaga Africa convenes this roundtable in recognition of the critical nexus between electoral technology\, legal frameworks\, and democratic outcomes. The roundtable is premised on the understanding that credible elections in Nigeria require not only robust technological infrastructure but also coherent legal standards\, institutional capacity\, and judicial competence in the application of digital evidence. \nThe roundtable is also situated within Yiaga Africa’s broader Election Manipulation Risk Index (EMRI) and #ANewINEC campaign which undertake comprehensive analysis and tracking of factors that are likely to undermine electoral integrity and also call for the entrenchment of institutional independence ahead of 2027. Technology governance is central to this agenda\, as an independent INEC must demonstrate both the will and the competence to deploy electoral technology with fidelity to electoral integrity.

SUMMARY:Validation of the 2027 Election Manipulation Risk Index (EMRI) Framework
DESCRIPTION:The meeting  is convened to review\, validate\, and strengthen the methodology\, variables\, indicators\, and analytical framework underpinning the Election Manipulation Risk Index (EMRI). Building on lessons from the deployment of the EMRI during Nigeria’s 2023 general elections\, the validation exercise seeks to ensure that the framework remains contextually relevant and capable of identifying emerging risks associated with election manipulation ahead of the 2027 general elections. \nSpecifically\, participants will examine the conceptual framework\, assess the relevance and adequacy of the proposed indicators\, validate the methodology for measuring manipulation risks\, and provide recommendations to enhance the EMRI as a credible\, evidence-based early warning and risk assessment tool.

SUMMARY:Election 101 in 5 -TV Show
DESCRIPTION:Prior to the 2023 elections and to contribute to improving civic and voter education\, Yiaga Africa with funding from the European Union produced Election 101 in 5 an info-educative show to provide citizens and elections stakeholders with short-form videos on the legal framework for the conduct of the 2023 Elections. This contributed significantly in translating complex electoral provisions into simple actionable knowledge that reassured citizens\, clarified the electoral processes and demonstrated how individual and stakeholders’ actions contribute to credible elections. The show successfully reached diverse audiences across television and digital platforms\, generating strong engagement and demonstrating that audiences are receptive to simplified\, practical explanations of electoral concepts when delivered in an accessible format.  \nAs the country counts down to the 2027 general election and pockets of off-cycle elections\, which will be conducted with the newly enacted Electoral Act\, it has become imperative to reintroduce Election 101 in 5 as a strategic\, scaled-up intervention that transforms the Electoral Act\, 2026 into a series of engaging\, five-minute educational episodes. The initiative is designed not only to inform but also to influence behavior by equipping citizens and stakeholders with the knowledge they need to participate effectively and comply with electoral laws and addresss knowledge gaps and prevent misinformation.  \nThe Election 101 in 5 The show is premised on the theory of change that if electoral laws and processes are simplified\, accessible and engaging and if citizens and electoral stakeholders are equipped with practical knowledge and actionable steps\, then voter participation will increase\, improved stakeholders compliance misinformation will be minimalized and electoral integrity will be strengthened. The 40 eipsodes show will be in batches to cover the diffrent stages of the election cycle. The show is structured into different thematic categories addressing critical aspects of Nigeria’s electoral and democratic processes. The first series comprising 13 episodes\, will focus on political party primaries and related provisions of the Electoral Act. The programme will air at 7:55pm on Channels TV.
